Is it just us, or did the NERC folks ignore their own glossary of terms?

One of the biggest problems facing the readers of regulatory guidance is actually understanding what was written. A specific glossary is supposed to help. However, when the glossary is seemingly ignored by the authors, how are users supposed to interpret what they are saying? Many of the NERC CIP documents seem to have their own terminology quite distinctly separate from the published glossary. Have any other organizations beside us found this to be true?

I don't know about NERC CIP documents, but keeping up with constantly changing requirements for formats of various NIH grant applications, and understanding what they mean, is a job in itself...
