Democracy will develop when elected leaders and the system itself institutionalize ways and means to exercise within an integral mechanism of norms that evolves a vibrant democracy. This will be the way to engage citizens to vote at least once in his life and lower the political apathy of citizens desengaged that doesn't help democracy evolve integrally.
And Yes, largely distributed mobile apps would help the elction structure. For example LinkedIn could provide a link asking if the Internet personality on line has voted and click it next to a guided voting official website to cast his vote. Or similar experiences that would provide the ability to give their voice and vote on issues that concerns them, or remain satisfied with voting for a politically representative and a party, or just voting blank, spoiling the vote but exercise thier vote.
Finally, the general tendencies and view of the society for the better good must be attended institutionally and the legislative, executive and judiciary of the system must safeguard with zealous this goodness in the name of our nation.

Democracy is an ongoing exercise - it will keep developing itself but few things need to be stronger going forward.
Decentralization
We need more and more decentralization in democracy. People need to be engaged in decisions at the very lower level. The culture of central committees is not good for electoral processes. For example in India ( And I am sure in another part of world as well) the concept of WHIP is not democratic at all.
Shifting Power
Majority and Minorities are two major things in the democracy. A healthy democracy needs to ensure that these two things are never permanent. Majority and Minority should keep changing and it should be issue based.
Consensus and Technology Approved Voting Patterns
Blockchain and Biomass are two technologies that can help a lot in voting and to avoid corruption in voting.

The trend is people moving away from the two party system and instead voting for the issues that matter most to them. This can be seen as the major parties are changing what used to be their foundational platforms in order to appease potential edge voters or Independents. For example, red state Missouri just elected a Republican governor who supports same sex marriage and other civil rights while Democratic senator Claire McCaskill agrees with measures pertaining to the 2nd amendment.

As we move forward, technology will definitely play a central role in how we vote. The critical issue with technology, however, is that it tends to leave behind the poorest/least educated of society. In order to retain a truly representative democracy, we will need to work through the issues of accessibility and ensure that no one is left behind or discouraged from the process. We will also need to bridge the current gap where technology has tended to group individuals based on their beliefs. Until we can overcome this unintended consequence of social networking, people will continue to be politically polarized.
