Hi, Sure it will impact. Example, we are buidling the big data cognitive system for a cutomer and they want to code all the policies from GDPR, and ultimately this applications is consumed by global marketing team.

Marketing has always taken a reactive approach in my opinion.
So legislative changes won't reduce the bad practices in data around media.
Most marketers will wait until they get their wrists slapped before they cease and desist on bad practice.
But will the legislaters have the resources to police their policies?
It's one thing to put laws in place, it's another to uphold them.

The GDPR will greatly impact digital marketing, moreso I expect than more traditional forms. Though I must agree with others that Marketing normally "takes the chance" rather than practively comply, GDPR will bring a spotlight to shine on the larger players first, their collection, use and disclosure methods. Bieing big targets, they will be early adopters. They in turn will ensure that their partner companies are paying attention to this, since both will get into trouble. And so on down the chain - taking some years to make sure this is really working.
American firms doing business in the EU will scrutinized more heavily than EU-based firms simly because the US was viewed as an egregious violator of the Privacy Shield before this - should come as no surprise to anyone.
I must also agree that enforcement will be somewhat difficult, and will likely be both costly and administratively burdensome.
