Which is more important during the business reaction to Covid-19 pandemic: tactical or strategic thinking?

It's bordering on a "no-brainer" to currently cut cost and preserve cash flow due to Covid-19. However, are business leaders in danger of focusing too much on tactical actions and not giving enough thought to the strategy of "how do we plan to get back to business" (and what will that look like) when we are able to? During WW2, when the threat of a Nazi invasion of the UK was at its height, Winston Churchill was already 'thinking ahead' and formed Combined Operations to plan for future landings on the Continent and liberating Europe! What say you?
