Greetings in official emails

I recently heard someone mentioning 'dear' is a more appropriate way to greet someone in office emails. I beg to differ but wanted views. In all my experience, a 'Hi' works perfectly fine.

i think it really depends on the company culture. my decades working in an american ad agency, but working within many asian offices, taught me that "closeness" and "formality" is very cultural by country, ethnicity and also corporate. "Dear" is a safe bet with strangers or those you dont know well. informality comes from closeness and should not be taken for granted.

'Dear' is too formal for most mails but I find 'Hi' annoying. What's wrong with just using the person's name and finishing with a 'best regards'?
