I think bet forum is United Nations. As per UN record, there are several pending resolutions on Kashmir inclduing the one where the possibility of referdem is ensured both by India and Pakistan. It is UN responsibility to take action and de-escalte this dangerious situation in Kashmir.

As Tahir Iqbal has correctly said, it is the UN that should take the lead. As fas as Chian is concerned, the Laddakh area is also disputed. China should mobilize its diplomatic resources to deal with issue via the UN.
