Emergency Communications and SOP’s can function although less effectively without electricity. The norm is to have backup power for all essential emergency services and communication equipment. In some companies we had two back up energy sources. However, we conducted routine drills designed to assume worse case scenarios and we did drill assuming 100% failure of our emergency power sources. The drills allowed us to practice theoretical solutions and fine tune these solutions for the real world. Fortunately, in my career we never experienced a compete failure of emergency power systems. I believe today with almost every individual owning a cell phone, universities and others can effectively communicate in emergencies with zero power.
