DEFINITION
Terrorism is, in the broadest sense, the use of intentionally indiscriminate violence as a means to create terror among masses of people; or fear to achieve a religious or political aim. It is used in this regard primarily to refer to violence during peacetime or in war against non-combatants.
The terms "terrorist" and "terrorism" originated during the French Revolution of the late 18th century but gained mainstream popularity in the 1970s in news reports and books covering the conflicts in Northern Ireland, the Basque Country and Palestine. The increased use of suicide attacks from the 1980s onwards was typified by the September 11 attacks in New York and at the Pentagon in 2001.

There will always be extremists. There are extreme extremists that want everyone to conform to their way/religion. They play the long game and will return after wars and conflicts where they have apparently been defeated.
Terrorism is not the problem per se, but rather alternately either a symptom or consequence of deeper social, political, economic challenges. "One person's terrorist is another's freedom fighter." By that definition it is actually really a matter of 1) point of view 2) ultimate (historical) outcome (winner gets to write or rewrite history scenario)
Most of what I see here deals with treating symptoms and the operational "mechanics" of terrorism. But, what leads people to commit act of terrorism is a long, often multigenerational, process where people feel disenfranchised, cheated, frustrated, afraid and angry. However, this is not about passing a value judgement on the merits of any specific group's discontent. It is simply an observation about how these sentiments make people fertile ground for recruiting and indoctrination, when they might be more receptive and easily influenced. Essentially the fear, frustration and anger, etc... that lead a person to espouse anti-government survivalist militant reaction (and all other images and ideas that might conjure up) is not, process wise, all that different from a person who espouses religious fundamentalist extremist ideas. These actually and frequently overlap. Either way, this yields a toxic cocktail of emotions, sentiments and ideas that can easily ferment and even deliberately be brewed into terrorism. Also terrorism is about venting (in the extreme) and instilling fear and "respect" in others. It is both physical and psychological. It is more than the commission of acts of violence it encompasses the fear these acts are intended to stoke in others.
So intelligence gathering, counterintelligence, law enforcement, political, economic sanctions and military actions have a very real and useful purposes, risk management, containment, interdiction and security. However, these are not solutions by themselves. If you only treat and contain symptoms you never treat the root cause, and run a very real risk of future flareups, or time delayed explosions of civil disturbance, civil war, war, revolutions,
The solution to terrorism therefore must come from addressing deeper root causes such as, but not limited to, gross social, economic and political inequities, etc.... as in a lack of fairness and justice. This must not be confused with inequalities as in a lack of equality based on disparities in material standard of living, income, etc..). They are often correlated. Yet, people who live without fear, or at least considerably less fear, for themselves, their loved ones, or about the future, tend to have a sense of belonging within their respective societies and are generally less susceptible (not immune) to manipulation and indoctrination.
