A water expert with over 35 years of experience, Jacobs is a Professional Geologist and Certified Hydrogeologist in California and in several other states. He is a publicly elected commissioner of a wastewater treatment plant since 2002, and has used UV, ozone, and other chemical oxidants for groundwater treatment of petroleum hydrocarbons and chlorinated solvents. He performs bench tests in the laboratory for remediation projects. He is a Fulbright Scholar (4 awards, to teach water resources and remediation) and has co-authored 5 environmental technical books, the most recent ones on oil spills and gas leaks (2014, McGraw-Hill), acid mine drainage (2014, Wiley) and environmental impacts of hydraulic fracturing (In press, Wiley). He is a Fellow of the National Groundwater Association and a Virtual Fellow with the U.S. State Department. He has been a Principal Hydrogeologist with Clearwater Group since 1990. He has testified as a water expert in court or in deposition in 16 water or environmental/resource related cases.
